Tax incentive programs started to appear about 30 years ago in the feature film and television industries to keep U.S. productions from going offshore for lower costs. Many programs have expanded to include commercial productions. The savings can be quite significant, often ranging from 10 to 40 percent of qualified production spending in that state.
